Land Development

New Market Township works with Scott County Planning and Zoning Department to ensure the responsible growth within the township. Developers planning single-family, multi-family, or mixed-use projects are encourage to begin your planning and approval process here. If you have any questions in the process of planning your project, feel free to ask and we will do our best to guide you to the right people and information.

As you begin planning your project, please consider the following:

  • Township, County and State government officials are happy to assist you in the planning process, but it is ultimately your responsibility for obtaining the permits required and complying with regulations governing the improvements being made.
  • Consult Scott County Zoning and the current Comprehensive Plan for allowable land use.
  • See the Permits section of this website for application forms. See the New Market Township Development Standards and New Market Township Specifications and (Civil Engineering) Details for site development standards.
  • Utilities: if a new utility service — such as gas, electric, phone, or cable — is provided from the public right-of-way, that service requires a permit from the County or the Township.
  • County Permits: Scott County issues Building Permits, Grading permits, Demolition permits, and Septic permits. Your project may require additional permitting. Contact Scott County officials for more information.
  • Visit https://www.scottcountymn.gov/ for county permit requirements and contact information for applicable county officials.
  • State permits: you may require state permits depending on your scope of work. Common examples include:

Escrow Policy

The applicant and/or property owner shall establish an escrow account with the Township to insure that the Township is reimbursed for all development costs prior consideration of the applicant's land use request.

The 2030 Comprehensive Plan was created in the early years of the 21st century to guide decisions about the future needs of rapidly growing Scott County.

The County is currently working to update the 2030 Comprehensive Plan into the 2040 Comprehensive Plan. The Township has is working with the County to Promote development conducive to Township interests.
